Abstract: During the past year, great progress has been made in the field of reference linking, particularly in the important area of links to journal articles. This paper summarizes the current state-of-the-art, describes a general model for static linking, compares several current implementations against the model, and discusses some of the required future work. Particular emphasis is given to the minimal set of metadata needed for reference linking and to selective resolution of identifiers, methods by which a client can specify which of several copies of an item is accessed.
