On February 14, 1995, the Policy Council of the Illinois Library Computer Systems Organization (ILCSO) unanimously approved the recommendation to enter into contract negotiations with Data Research Associates of St. Louis Missouri (DRA), for the purpose of replacing the current ILLINET Online system. Forty-five institutions are direct participants in ILCSO and will use DRA as a local online catalog and circulation system. The final terms of the contract will be subject to the approval of the Board of Trustees of the University of Illinois (the contractual and fiscal agent for ILCSO). The estimated value of the contract will be in excess of 3 million dollars.
The recommendation followed upon the efforts of the ILCSO Functional Specifications Task Force, which was charged with writing a request for proposals and evaluating responses. RFP responses were evaluated in three categories: functionality, vendor factors, and cost. DRA received the highest overall evaluation.
The mission of the Illinois Library Computer Systems Organization is to foster the sharing of Illinois' library resources by providing access to the holdings of participating libraries through the ILLINET Online union catalog. ILLINET Online includes the bibliographic records of the more than 500 Illinois libraries that subscribe to the Illinois State Library's ILLINET/OCLC service. The ILLINET Online database contains 8.9 million unique bibligraphic records and over 27 million holdings records.
ILLINET Online also serves as a statewide resource sharing network. Items not available at the local library can be borrowed from ILCSO libraries remotely or on site. Each of Illinois' 12 regional library systems make use of ILLINET Online in support of interlibrary loan operations. Dial and Internet access allows the 2905 Illinois libraries to borrow materials directly from the ILCSO libraries. More than 539,000 resource sharing transactions were initiated on ILLINET Online during the fiscal year 1994.
