Oslo Public Library launches new Koha-based library management system with linked data capabilities

Abstract: Oslo Public Library - launched their new library management platform on the 12th of October after a 24 month development period. Core library functions, such as circulation, patron management, automation and messaging is managed by Koha, the open source web-based ILS managed by the Koha foundation. The online catalog search interface, patron self-service tools, and cataloguing are all developed in house in joint development between OPLs staff and external consultants.

Core library functions, such as circulation, patron management, automation and messaging is managed by Koha, the open source web-based ILS managed by the Koha foundation. The online catalog search interface, patron self-service tools, and cataloguing are all developed in house in joint development between OPLs staff and external consultants.

The project is financed by the City of Oslo, in conjunction with the construction of the new main library building set to open in 2020.

The main goal of the project has been to create a library system with superior metadata capabiblites to provide better search and recommendation services to end users. The system that is now in production has RDF as its core metadata format, and its search is powered by the Elasticsearch engine. While not a key requirement in itself, the Koha installation will have complete MARC21 records for all items. Cataloguers will use a custom application that ensures the MARC records stay in sync with the RDF master data.

The new library management platform allows for rapid development and deployment of enhancements and new features. Accordingly, OPL has built up a team of professionals to manage the ongoing development, and is in the process of establishing a permanent team for the platform's development and operations.

The entire project is developed in open source under the MIT licence, and relies heavily on other open source projects. Koha is an open source library management system that is used in thousands of public and academic libraries on all continents. Elasticsearch is free and open source under the Apache 2 license, and is built on top of Apache Lucene, in itself open source. Fuseki, the SPARQL server, is also open source under the Apache 2 license.
