Librarian of Congress names new Inspector General

Librarian of Congress Carla Hayden announced today, the appointment of Glenda B. Arrington as the inspector general for the Library of Congress. Formerly the inspector general of the Air Force Test Center, Arrington's more than 35-year career comprises a broad professional portfolio spanning the public and private sector, academia, community outreach, and nonprofit board leadership. Arrington has extensive leadership experience and has served for nine years as an inspector general in the federal government.

"It gives me great pleasure to announce the appointment of Dr. Arrington and to welcome her to the Library of Congress," Hayden said. "Already an accomplished Inspector General with other government agencies, she brings a wealth of experience, expertise and achievements, which will serve the Library well."

Before joining the Library, Arrington served as an inspector general with federal agencies including the Department of Defense, the Department of Navy and the Department of Air Force. In these positions, she oversaw operational and administrative effectiveness, audits, inspections and investigations into complaints of waste, fraud and mismanagement.

Arrington also managed policy requirements and guidance for programs designed to independently assess and report readiness, economy, efficiency, effectiveness and state of discipline. Her extensive leadership experience includes investigations, program oversight, compliance and quality assurance.

Arrington developed the first-ever Inspection Curriculum for the Associations of Inspectors General Inspections and Evaluation Training to certify the federal, state and local inspector general community. She also developed the Navy Ethos Creed of core values for military, civilian and contractor employees, a creed that resides in the Pentagon.

Arrington is a Certified Inspector General, a Senior Executive Fellow of the Harvard Kennedy School and a graduate of the Federal Executive Institute. She earned her doctoral degree in Organizational Management and Leadership presenting on the examination of relationships between generational cohorts and managerial effectiveness in the federal government workplace. Arrington is a published author on multigenerational workforce and leaders in the federal government with the Internal Journal of Applied Management and Technology.
