We have hardly any staff looking after collections and the LMS, due to this we would not consider an open source ILS.
Regarding the management of electronic resources, we gave a seven (7) as Libero is on the brink of rolling out Omnio. Omnio will manage online resources where there has been no API connection and easy management to date. Depending on that service we might rate it higher soon.
