Springer Nature's latest Transformative Agreement an important step in global transition to OA. Springer Nature has agreed a Transformative Agreement in Hong Kong with all member libraries of the Joint University Librarians Advisory Committee. This is the publisher's first TA in this important region and, with over 700 articles published OA each year, will be the region's largest TA. With China now leading the world in terms of research output, it also marks a significant step forward in the global transition to OA. The three year agreement, effective from 1st January 2024, will allow affiliated researchers to publish OA in more than 1,900 hybrid journals published by Springer Nature. As part of the agreement, participating institutions retain access to all the journals they have subscribed to. [Full Announcement].

Springer Nature's Transformative Agreements enable country level transition to open access. As the largest OA publisher of primary research, Springer Nature continues to drive forward the sustainable transition to OA for all authors regardless of discipline. Springer Nature now has 11 national TAs in place, the most out of any publisher. Recent data has shown that across the 8 countries with a national TA live in 2019, between 70%-90% of content [1] was published via gold OA (data takes into account the whole Springer Nature portfolio and therefore includes fully OA content as well). Countries such as Sweden, Finland and Poland have, for example, seen 89%, 90% and 86% respectively, of Springer Nature content now being published gold OA since the introduction of their TAs[2]. The increase in OA demonstrates that in countries where these arrangements are in place, a significant impact on the uptake of OA has occurred, far quicker than when relying on author uptake alone, and this has enabled the country to flip to achieve a near full OA environment for those authors publishing with Springer Nature. The Association of Universities in the Netherlands (VSNU), The Netherlands Federation of University Medical Centres (NFU), The Dutch Research Council (NWO) and information and analytics business Elsevier have reached a framework agreement. Springer. Swedish researchers to benefit from innovative open access agreement with Springer. Springer and the Swedish library consortium for universities and research institutes (Bibsam) have finalized a broad agreement for Springer Compact running through December 2018. Springer Compact is a transitional deal combining reading access and open access publishing in one payment scheme. Specifically, participating consortium members’ researchers gain access to over 2,000 Springer journals and also the right to publish their research via the open access model in more than 1,650 Springer hybrid journals. Publishing articles open access helps current findings reach a larger audience, benefiting not only science but the society at large. [Full Announcement].

VSNU – Association of Universities in the Netherlands. Negotiations between Elsevier and universities failed. Negotiations between the Dutch universities and publishing company Elsevier on subscription fees and Open Access have ground to a halt. In line with the policy pursued by the Ministry of Education, Culture and Science, the universities want academic publications to be freely accessible. To that end, agreements will have to be made with the publishers. The proposal presented by Elsevier last week totally fails to address this inevitable change.
