Statement by Library Futures and SPARC on Wiley E-Textbook Withdrawal. In late August, at the start of the Fall 2022 school semester, Wiley Publishing Company abruptly withdrew 1,379 multidisciplinary titles from ProQuest, a vendor for university ebook collections around the world. As a result, librarians and faculty members in the United States and internationally have scrambled to identify alternative textbook options for their students as the pandemic amplified the trouble with restrictive licensing and e-textbooks. Library Futures and SPARC strongly condemn this action by Wiley, which seriously hinders students' access to equitable, affordable course materials. [Full Announcement].

Keondra Bailey Joins NISO as Assistant Standards Program Manager. The National Information Standards Organization (NISO) is pleased to announce that Keondra Bailey joined the organization today in the newly-created role of Assistant Standards Program Manager. In this role Keondra will assist NISO's active program of standards development through volunteer working groups, providing those groups with greater organizational, logistical, and promotional support. EBSCO Information Services releases Serials Price Projection Report for 2023. EBSCO Information Services has published the 2023 Serials Price Projection Report. This year's report projects that the overall effective publisher price increases for academic and academic medical libraries are expected to be (before any currency impact) in the range of three to five percent for individual e-journal titles, two to three percent for e-journal packages and four to six percent for print titles. Brill's 2022 results affected by potential administration of its main distributor. Brill's main distributor, Turpin, has informed Brill that it has filed a notice of intent to appoint an administrator. Turpin provides fulfilment services to part of Brill's journal and book portfolio. On 30th August Brill announced a transition to new partners for its worldwide distribution of books and journals during 2023. An administration of the current distributor is expected to result in disruptions to ongoing print book sales and delays to the 2023 journals renewal season. This would particularly impact the important Q4 period and Q1 2023, until alternatives have been put in place. [Full Announcement].

Developing Core Scholarly Infrastructure. Paolo Manghi, CTO of OpenAIRE, is co-leading an international team led by University of North Texas that has been awarded a $1.2 million grant from the Mellon Foundation to develop core scholarly infrastructure for the community governed sharing of quality, interoperable, open-access book usage data. The funding from the Mellon Foundation will support multi-stakeholder development and documentation of community norms pertaining to book usage data sharing and governance. Leveraging emerging European models for International Data Spaces, the team will facilitate book publishing, discovery and impact metric stakeholders in defining participation terms for organizations sharing or receiving usage data via the OA Book Usage Data Trust. Springer Nature Joins PubHive Document Delivery Service. PubHive announced an agreement with Springer Nature to make Springer Nature journal articles available via PubHive's new document delivery service that will launch in the coming months. The agreement will enable PubHive to better serve its growing base of life science corporate customers by providing direct purchasing, fulfillment, copyright royalty payment services, and subscription-related resources for Springer Nature content that is purchased via PubHive Navigator, the company's cloud-based workflow automation platform. Gale and Boston Public Library deliver new online accredited high school completion program to adult residents. As students head back to school, adult residents in Massachusetts now have the opportunity to obtain their high school diploma from their local public library. The Boston Public Library offers Gale Presents: Excel Adult High School, an accredited online diploma completion program from Gale, part of Cengage Group. The program is designed to help busy adults who have aged out of the education system obtain their high school diploma online with the convenience of a self-paced schedule. Boston Public Library began piloting the program at the end of 2021 and has already had two students graduate. [Full Announcement].
Library of Congress launches effort to transform collections management and access. The Library of Congress has awarded a major contract to further develop and implement a new, open-source IT platform that will revolutionize how the Library's vast physical and digital collections are managed and made accessible for the public, Congress, Library employees and other institutions. The Library awarded an IDIQ contract to EBSCO Information Services, of Ipswich, Massachusetts with an initial spend of $7.77 million. The first phase of the platform's development will cost $10.4 million over three years to meet the scale and complexity of the Library's operations, with options to invest in additional components that could be developed by other vendors and may extend beyond the three-year timeframe. Georg possesses many years of experience at the intersection of digital technology and publishing. In 2002, he joined Springer Nature as IT Team Leader.
