The consortium headed by the City of Albany consists of libraries from the Shires of Broomehill-Tambellup, Cranbrook, Denmark, Gnowangerup, Jerramungup, Katanning, Kojunup, and Plantagenet.

In summary, they were looking for a solution which could help them transform their library service delivery to the community.
