High-stakes for computer and network security
One of the most insidious forms of computer attack takes the form of ransomware. This issue of Library Systems Newsletter covers the attack that recently disrupted the services of Baker & Taylor, the dominant provider of books and other materials to libraries. This attack was costly not only for Baker & Taylor, but it also impeded thousands of libraries from placing orders for needed materials for more than two weeks. Libraries themselves have also been targets of ransomware attacks. Some of these incidents are outlined in this issue, in an resource that will be updated as previous attacks are discovered or new ones transpire.
Baker & Taylor services disrupted by ransomware attack
Baker & Taylor, a major distributor of books and other content to libraries experienced a ransomware attack on about August 22, 2022, disrupting its services, including the Title Source 360 ecommerce system that libraries use to place orders for material and the EDI services used for automated transactions with library systems. The Axis 360 ebook service was not impacted. The outage of Title Source 360 was restored on the morning of September 7, ending a 17-day outage.
Ransomware attacks targeting libraries
A number of libraries have been victims of ransomware attacks. Unlike many targets of these kind of attacks, libraries do not have especially deep pockets. Further, there is broad consensus among the library information technology community not to engage with the perpetrators of these attacks. This article provides listings of known ransomware attacks on libraries and will be updated as new incidents are discovered
Financial support for the library sector through the Cares Act (2020-2021)
The global COVID-19 pandemic caused enormous disruption in the library community. Libraries closed their physical facilities for extended periods, gradually phasing in services through curbside-pickup or other programs that limited physical contacted between library workers and patrons. Libraries extended and enhanced their online content and services, making extensive efforts to continue to meet the needs of their patrons and communities during these periods. Library associations, such as the American Library Association shifted conferences and other events to virtual formats, resulting in substantially less income compared to in-person events. Library vendors supported libraries through this period through new technologies and services, such as enhanced digital services and applications to manage the request and fulfillment of curbside pickup programs. These organizations received some financial relief through loans offered through the Paycheck Protection Program of the CARES act administered by the Small Business Administration. September 1, 2022

Clarivate Jonathan Gear assumes Chief Executive Officer role for Clarivate with Jerre Stead retirement. Clarivate announced that Jonathan Gear has assumed the role of Chief Executive Officer with the retirement of Jerre Stead from that role. Mr. Stead has transitioned to non-executive chair of the board of directors. Following the October board meeting, he will retire from the board, which has appointed Andrew Snyder as the new chair effective immediately following the October 20 board meeting. Mr. Snyder is CEO of Cambridge Information Group and Vice Chairman of Clarivate. He was previously Chair of ProQuest and joined the board when Clarivate acquired ProQuest in December 2021. California Digital Library Welcome Miranda Bennett, CDL's new Director of Shared Collections. California Digital Library announced that Miranda Bennett has been appointed as its new Director of Shared Collections, with a start date of October 3rd 2022. In collaboration with the ten University of California campuses, this program licenses shared digital materials, negotiates open access publisher agreements, acquires and catalogs scholarly content, and supports shared print library collections. As Director of Shared Collections, Miranda will provide leadership for the open access transformation of scholarly communications, the continuing integration of shared print into the lifecycle of library collections, and the evolution of long-standing systemwide collections services, including all aspects of licensing and access to digital resources. Baker and Taylor Baker & Taylor ransomware incident. Thank you again for your patience, kind words, and partnership as we recover from last week's ransomware attack. Our team has been working around the clock to return to normal operations. Our priority has been remediating our systems and ensuring they are sanitized. As that work is completed, our focus is transitioning to restoration, bringing our systems online, and returning to operations in a phased approach. We expect disruptions to continue this week but are hopeful we can provide timelines for individual systems and applications as the week progresses. Patron Point announced that Cincinnati & Hamilton Public Library (CHPL) in Cincinnati, Ohio, has selected its customer engagement platform to support its mission of connecting people with the world of ideas and information. Baker and Taylor Baker & Taylor ransomware incident. As Baker & Taylor has previously announced, we detected a ransomware incident that is affecting several B&T services. Our IT staff and others are working incredibly hard to restore our systems to allow us to continue serving our customers, and we are pleased to report that we are making good progress on these efforts. Our phone systems are operational, and our value-added services are being brought back online in our service centers. As we continue our recovery efforts, we understand that you may be concerned about whether it is safe for you to interact with Baker & Taylor electronically. We want to assure you that confirming the security of our environment has been, and remains, a top priority for us as we work through the recovery process. In fact, the methodical pace of our restoration is in part a reflection of our efforts to recover safely and thoughtfully, with guidance from industry experts. Equinox Weeksville Heritage Center goes live on Koha ILS. Equinox Open Library Initiative announced the successful implementation of Koha ILS at the Weeksville Heritage Center in Brooklyn, New York (NY), with funding provided by the Equinox Open Source Grant. The grant provides implementation, training, hosting, and support services for Koha ILS, an open source integrated library system used by libraries worldwide. [Full Announcement].

Galecia Group LibraryCall welcomes Farsi content developer. LibraryCall is excited to announce the addition of Mariam Jalalifard to its content development team. Jalalifard will be responsible for developing Farsi content for LibraryCall's growing catalog of story recordings. [Full Announcement].

Springer Nature Success of transformative agreement between Springer Nature and Projekt DEAL means 2019 partnership extended for fourth year. In 2019 Springer Nature and Germany's Projekt DEAL signed what was at the time the world's largest, most comprehensive, transformative agreement. Encompassing 2,500 journals with the expectation of enabling 13,000 articles to be published open access each year, it reflected the commitment of both parties to the principles of open science and advancing the transition to OA. The success of the agreement can be seen in that 97% of affiliated authors with eligible universities and institutions in Germany took advantage of the opportunity to publish their articles OA without needing to pay an APC. In addition, in 2021 the agreement saw over 16,000 (+13% on 2020) new research articles in Springer Nature's fully OA and hybrid journals made freely and openly accessible for scholars everywhere - 60% of all the articles published under DEAL agreements. Clarivate Clarivate announces winner of the 2022 Eugene Garfield Award for Innovation in Citation Analysis. Clarivate has awarded the Eugene Garfield Award for Innovation in Citation Analysis to the late Dr. Saeed Ul Hassan, senior lecturer in AI/Data Science at Manchester Metropolitan University. The award was announced at the 26th International Conference on Science, Technology and Innovation Indicators (STI 2022) by Dr. Gali Halevi, Director of the Institute for Scientific Information at Clarivate. OCLC Roanoke Valley Libraries to Improve the Online Experience. Roanoke Valley Libraries, consisting of libraries in Botetourt County, City of Roanoke, City of Salem, and County of Roanoke, has signed on to implement OCLC Wise, the first community engagement system for public libraries. Wise is different; it's designed around people, not the collection. It supports libraries' continued shift into dynamic centers of activity and expands the impact libraries have on their communities. A holistic, people-centered system, Wise takes community engagement and collection management to a new level by combining the power of customer relationship management, marketing, and analytics with ILS functionality, such as checking out books. Scholastic Corporation Scholastic acquires Learning Ovations, creator of A2i literacy assessment and instructional system. Scholastic Corporation, the global children's publishing, education and media company, announced today that it has acquired Learning Ovations, the creator of A2i, a literacy screening, progress monitoring assessment and instructional planning system for classrooms and community organizations. The addition of A2i and the Learning Ovations team will significantly advance the development of Scholastic Education Solutions' literacy platform, which integrates screening and progress monitoring assessments, data-driven instructional planning and professional learning with Scholastic's bestselling books and e-books, print and technology-based learning programs, and other products and services that support children's learning and literacy, both in school and at home. International Coalition of Library Consortia ICOLC Statement on the Metadata Rights of Libraries. Metadata and the metadata services that describe library collections are critical in supporting content discovery, knowledge creation, and libraries' public missions. Metadata describing library collections is not typically copyrightable, and should be considered freely shareable and reusable under most circumstances. However, some industry players restrict libraries' rights to use such metadata through contractual terms and market influence. Such restrictive activity is out of alignment with libraries' needs and public, not-for-profit/educational missions. [Full Announcement].

Digital Public Library of America DPLA Board of Directors elects Felton Thomas as chair. The DPLA Board of Directors has elected Felton Thomas, Jr., executive director and CEO of Cleveland Public Library, as its new chair at its annual meeting last month. His term as chair will extend through June 2025. Thomas will replace Denise Stephens, the Peggy V. Helmerich Dean of University Libraries at the University of Oklahoma, whose term of service has ended after six years, the last three of which she served as board chair. [Full Announcement].

SPARC April Hathcock elected Chair of the SPARC Steering Committee. April Hathcock, Director of Scholarly Communications and Information Policy at New York University Libraries, has been elected to the position of Chair of the SPARC Steering Committee. Hathcock has served as a member of the committee, which provides oversight and guidance to the SPARC organization, since her election by SPARC members in December 2021. The Library Corporation Jackson-George Regional Library System Returns to TLC. TLC welcomed Jackson-George Regional Library System back to Library.Solution. JGRLS had been a customer of TLC since 1990 and used Library.Solution for 15 years prior to their migration. After a short interim with SirsiDynix, the library was eager to return to TLC's integrated library system this past August. JGRLS appreciated TLC's swift returning migration services. Literati Literati Book Fairs expands into new territories for 2022-2023 school year. Literati Book Fairs has expanded operations to serve schools in select states across the Southeast and Midwest United States as well as Northern California, Arizona, Louisiana and Arkansas. Solus SOLUS signs reseller agreement with Nexbib. SOLUS announced that it has signed a reseller agreement with Nexbib. Nexbib will be reselling the SOLUS Library App throughout it's customer network. This agreement has been born from the rapid uptake of SOLUS's in-App RFID Self-Check functionality, just enhanced to include support for multi-part tag release. SOLUS and Nexbib will furthermore be working on enhancing their product offering for the library market. [Full Announcement].

Library of Congress Introducing the API. is a fantastic source of legislative information, and a marvelous source for investigating specific legislation and exploring the legislative history of a bill. also contains large amounts of data and various users have expressed interest in having additional access to download this data. Certain entities or persons have “scraped” the website over the years and the Government Publishing Office (GPO) has also offered bulk data downloads for some collections, but these have all been somewhat imperfect measures. However, today we are introducing the beta API which will provide access to accurate and structured congressional data. We are very excited about this release and a great deal of hard work has gone on behind the scenes this year to make this happen. [Full Announcement].

Association of Southeastern Research Libraries Now Online! A renewed Research Library Position Description Bank. The Research Libraries Position Description Bank, previously known as the ARL Position Description Bank, will be jointly governed and financed by the Association of Research Libraries, Association of Southeastern Research Libraries, Canadian Association of Research Libraries, Research Libraries UK, and the George A. Smathers Libraries of University of Florida, with continued management by the George A. Smathers Libraries. Association of Research Libraries University of Michigan Professor Paul Courant receives Paul Evan Peters Award. The Coalition for Networked Information, the Association of Research Libraries, and EDUCAUSE announced that economist Paul Courant, who has served in multiple roles at the University of Michigan, including provost and dean of libraries, has been named the 2022 recipient of the Paul Evan Peters Award. The award recognizes notable, lasting achievements in the creation and innovative use of network-based information resources and services that advance scholarship and intellectual productivity. Clarivate Newfold Digital signs agreement to acquire MarkMonitor from Clarivate. Clarivate announced that Newfold Digital, a leading web and commerce technology provider backed by Clearlake Capital Group and Siris Capital Group,, has signed a definitive agreement to purchase MarkMonitor, an industry-leading enterprise-level provider of domain management solutions. Under the terms of the agreement, Clarivate will receive cash proceeds of approximately $302.5 million. The transaction is expected to close in late 2022 subject to the satisfaction of regulatory approvals and other customary closing conditions. [Full Announcement].

Gale Group Gale and ASECS Award Fellowships to Five Scholars to Support Emerging Research of Eighteenth-Century Studies. Gale, part of Cengage Group, in partnership with the American Society for Eighteenth-Century Studies, has awarded fellowships to five researchers, known as the Gale-ASECS Non-Residential Fellowships. Funded by Gale, each fellow receives $2,500 and access to Gale's Eighteenth Century Collections Online, as well as access to the Gale Digital Scholar Lab. Using The Lab, the program provides fellows with invaluable text and data mining tools to explore ECCO and advance their work using digital humanities methods. Copyright Clearance Center New CCC Tool Could Accelerate OA Agreements. Copyright Clearance Center has launched a new automated, data-driven tool designed to improve content providers' ability to generate the clean, actionable information required to craft agreements with research institutions and funders of open-access publishing. SAGE SAGE Publishing announces winners of 2022 SAGE Concept Grant. SAGE Publishing has announced the winners of the 2022 SAGE Concept Grant, with £15,000 awarded to Causal Map, a tool that identifies and visualizes causal connections in speech and writing. Five further grants of £2,000 were awarded to early-stage software ideas that support social scientists during the research process. [Full Announcement].

Patron Point Barrie Public Library (ON) joins the Patron Point community. Patron Point announced that the Barrie Public Library of Barrie, Ontario, has selected its patron engagement platform to support the goals of the Library's current four-year strategic plan. International Coalition of Library Consortia Strategies for Collaboration: Opportunities and Challenges to Build the Future We Need. The ICOLC Strategies for Open Collaboration in Library Consortia Task Force was initially formed to develop strategies for consortia and libraries to interact with vendors and the open source community to address pricing, standards/interoperability, and access challenges. We were charged with developing a report that would: Outline what libraries should do differently in their ongoing relationships with vendors and the open source community; Suggest alternatives to the typical library/vendor model, especially open source/community-owned efforts that address the needs outlined in the report; Articulate a broad vision for how these efforts tie together and provide a framework for libraries to support these projects. Gale Group Gale and Boston Public Library deliver new online accredited high school completion program to adult residents. As students head back to school, adult residents in Massachusetts now have the opportunity to obtain their high school diploma from their local public library. The Boston Public Library offers Gale Presents: Excel Adult High School, an accredited online diploma completion program from Gale, part of Cengage Group. The program is designed to help busy adults who have aged out of the education system obtain their high school diploma online with the convenience of a self-paced schedule. Boston Public Library began piloting the program at the end of 2021 and has already had two students graduate. [Full Announcement].

Clarivate Clarivate reveals Citation Laureates 2022: Annual List of Researchers of Nobel Class. Clarivate named 20 world-class researchers from four countries as Citation Laureates. These are researchers whose work is deemed to be ‘of Nobel class', as demonstrated by analysis carried out by the Institute for Scientific Information, part of Clarivate. [Full Announcement].

Library of Congress Library of Congress launches effort to transform collections management and access. The Library of Congress has awarded a major contract to further develop and implement a new, open-source IT platform that will revolutionize how the Library's vast physical and digital collections are managed and made accessible for the public, Congress, Library employees and other institutions. The Library awarded an IDIQ contract to EBSCO Information Services, of Ipswich, Massachusetts with an initial spend of $7.77 million. The first phase of the platform's development will cost $10.4 million over three years to meet the scale and complexity of the Library's operations, with options to invest in additional components that could be developed by other vendors and may extend beyond the three-year timeframe. OpenAIRE Developing Core Scholarly Infrastructure. Paolo Manghi, CTO of OpenAIRE, is co-leading an international team led by University of North Texas that has been awarded a $1.2 million grant from the Mellon Foundation to develop core scholarly infrastructure for the community governed sharing of quality, interoperable, open-access book usage data. The funding from the Mellon Foundation will support multi-stakeholder development and documentation of community norms pertaining to book usage data sharing and governance. Leveraging emerging European models for International Data Spaces, the team will facilitate book publishing, discovery and impact metric stakeholders in defining participation terms for organizations sharing or receiving usage data via the OA Book Usage Data Trust.
