El Sistema Nacional de Bibliotecas está integrado por 727 Servicios Bibliotecarios, organizado en 24 Redes Estadales Públicas (una red por estado), de las cuales 4 se han constituido en Institutos Autónomos de Bibliotecas Públicas e información estadales (Mérida, Nueva Esparta, Miranda y Lara). Las otras redes funcionan como dependencias adscritas a las Secretarías de Cultura o Educación de las Gobernaciones de los Estados. El Sistema comprende bibliotecas de distinta estructura organizativa, diferentes dimensiones y modalidades, que van desde la Biblioteca Pública Central, la cual constituye la entidad más compleja y completa de las existentes, las Bibliotecas Públicas nivel 1 y 2, Salones de Lectura, Puntos de Préstamo y los Servicios Móviles (Bibliobuses y Bibliolanchas). Actualmente El Sistema Nacional de Bibliotecas Públicas tiene presencia con Infraestructura Bibliotecaria en 296 Municipios de los 335 que conforman la Organización Política Territorial del País, lo cual representa el 88%. Ello significa que disponemos de Bibliotecas Públicas en 538 Parroquias de las 1093 que conforman estos municipios (49%). El Sistema se asienta en 134.300 mts2 de construcción, 36.350 Puestos Lector y dispone de una colección de 4.303.209 volúmenes.
