Abstract: From the Introduction: "Assessing the Costs of Conversion is designed to allow assessment and understanding of methods in a component-by-component approach. An institution might find any part of the process (e.g., quality control) to be more cost-effectively performed by using other methods or services. As well as establishing a framework for such decisions, by identifying parts of the process and methods for performing each task, this report may aid in the establishment of a marketplace, and marketplace standards, for services surrounding the conversion process."
