In November, the Schools and Libraries Corporation, a nonprofit company founded a year ago to carry out the e-rate plan, sent out letters to 3,000 schools and libraries nationwide committing the first installment of $73 million for Internet Improvements. This first wave of grants represents only a small part of the $1.9 billion that was authorized for disbursement from January 1998 through June 1999, but the rest of the grantees-possibly 27,000 more-are scheduled to be notified by letter by the end of January 1999. Libraries that submitted applications and fail to receive a letter by the end of the first week in February should follow-up.
