Automation costs to rise

"Hardware costs will continue to go down, but all of the other costs associated with automation will go up, resulting in an overall increase in the cost of automation," said Dr. William Wenker at an Advanced Data Communications Workshop in New York City December 8, 1981. Wenker, who is Chief of the Computer Performance Evaluation Office of the Worldwide Military Command and Control System, made the following comments and followed up with some interesting facts and observations: Software costs will continue to rise; the design of sophisticated data communications systems will require large investments; and substantial efforts will have to be made to improve computer security.

The shortage of qualified systems analysts and programmers has become so great that the average Fortune 500 company has a three year backlog of software development. Packaged software is the trend for all sizes and types of organizations. The prices of packaged software, and turnkey systems which include packaged software, will continue to rise as the high programming costs affect the software developers.

Package switching is rapidly becoming the de facto standard for data communications. It has already been set as the standard in Europe and most US hardware manufacturers have now announced their commitment to it. Adoption of this data communications technique will mean a great deal of software development and high computer memory overhead costs.

Wenker concluded by stating that computer security has been ignored for too long. The average computer system is extremely vulnerable to theft of data and to vandalism. Both physical security and software security are needed. This also will cost money.
